I have multiple user accounts, and I have Outlook setup
in one of them with mail servers, etc. How do I apply
this to the other user accounts? I don't have to setup
each individually do I?

I should clarify that I have multiple XP user accounts,
trying to use the same outlook files across 2 of them.

Do you talk about Outlook from MS Office? Then use the mentioned
group because this is an Outlook issue.
For OE: make sure that OE in all accounts is using the same Data Store
folder. You can change the setting in Tools > Options > Maintenance >
Store Folder.
