The files are probably tied to a process running in the
background. Go to the Symantec home page and look up the
virus you are infected with. Use task manager to shut down
the process that is linked to the infected files. Then you
will be able to delete them.

When you're cleaning your system of viruses and/or worms, also turn off
System Restore to automatically delete all Restore Points, some of which
might have a virus or worm. An antivirus program or removal tool can't
remove viruses from Restore Points. After your system is clean, re-enable
System Restore.
