You don't need to pay for any new IP addresses.

Why can't they access Outlook Express? There's no icon to start the
program?

So you want everyone to be able to access the same email account from their
own XP account?

Or do you want each person to have their own separate email address?

Outlook express does have a way to setup different identities, but this
ability seems to have been made more or less obsolete by XP's ability to
create different User Accounts. Each person in your family can have their
own XP User Account, and from there they can set up their own OutLook
Express account, all of which can be connected to the same email address.

However, these are generally aliases for the same mailbox on the server.
Unless you use Message Rules to prevent it, the first one to go there will
download everyone's mail.
