windows explorer is an application that is everything windows.

just click windows key + e and windows explorer should appear. if not click
on start > my computer.

as regards the permission problem, that message should not appear if you are
the administrator or have administrator access to the computer you are
using.

Windows Explorer can be found under Start/All Programs/Accessories. I
always drag it to the top of the Start Menu (left side). Other than that,
you should remove added software via Add or Remove not delete via Windows
Explorer. That particular error message is from not properly uninstalling.
