I've gotten a new notebook and am giving my existing
computer to someone else. I want to remove my name from
the computer, resgistry etc. Can I do that (and how), or
do I hve to essentially reformat the hard drive and
reload windows?

Start / Run / Regedit click ok
Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion
Change the name in the RegisteredOwner key to your name and give that a
shot!

Pretty much so. There are some ways to remove your name but Docs and
Settings, etc will remain.
