Install problem

I'm trying to install Nav 2004 on an XP-Pro system.
Everytime I run setup I get a popup window that says:
"The setup has detected that a previous install or uninstall has been
completed but requires a restart. Please restart your computer then launch
the setup again."
And it closes the setup.
Of course I restarted it (many times), but the message keeps coming back.
Dunno if this is a Windows thing or a Norton thing but I'd sure like to get
it installed.
Any ideas?

Never mind. Symantec had the answer.... delete the temp files.
