Cannot log off or shut down

Switched to XP a couple of months ago. We have 4 users
and only when I am logged on - I cannot log off or shut
down. When I click to log off or shut computer nothing
happens. I have to switch to another user to do either.

I don't know how to use this site so if you can also e-
