Novice printer installer

First time setting a printer to my laptop and .....having problems! Once I insert my software CD a window pops up saying "Windows Installer Services could not be accessed. May be due to Windows running in a safe mode or Window's may not be installed corr
ectly. Check with support systems etc...." How can I tell if my Windows Installer Services is working/installed properly? What do I do??? Help!

Although originally written for Microsoft Plus for XP, the same solution
should work just fine.
