Voice Problems With Messenger 6.1

Here's the setup. Have a router,cable ISP. one of my pc's
works with audio voice conversation and one doesn't. Both
have XP os on them. I have configured my router to allow
both IP addresses access to the correct ports. The dell
doesn't work but the PC I pieced together does. Can
anyone help me out?

When my laptop is connected to the router via a cable WM doesn't work.
When connected by WiFi it does.
