Disk Cleanup helps free up space on your hard drive. Disk Cleanup searches
your drive, and then shows you temporary files, Internet cache files, and
unnecessary program files that you can safely delete. You can direct Disk
Cleanup to delete some or all of those files.

bill,
Yes. If a file is necessary, or in use, it will refuse to be
removed/deleted. Usually any file that is reluctant when attempting to
remove it can be removed after a reboot.

It depends.
The answer is almost certainly yes.
The reason it may be no is that sometimes people install programs into
the temp directory, sometimes they keep files there that they only
intend to keep for a year or two (temporarily...), sometimes
installation programs are simply shoddy and install to the directory
they are in. There are so many possibilities that nobody can say for
sure.
If all the files end in .tmp, and none have today's date, go ahead and
try. If anything else is left, ask again with specific file names and
extensions.
