Runtime error 3706 ?

I get a run time error 3706 message when trying to start
my Powertap software. It has worked fine in the past. Now
it will not open. What is a runtime error and how do I fix
it?

What type of software is "powertap"? Is this PowerPC emulators as described
in:

Or something along the lines as detailed below:

http://www.iliumsoft.com/site/mprods/freeware.htm

I can't find anything online with much information a particular product. If
it is an error starting that particular application, contact the software
vendors of that product.

The following is a pretty good summation of a runtime error:

So it would be recommended that you contact the software vendor for this
product and see if they know what the issue is.
