lost document files in windows XP upgrade

I installed WindowsXP last week, and have lost a lot of
files. All music downloads are gone. Many, many census
data worksheets that I have worked on since March 2003
are gone. Worksheets before that are intact but recent
ones are gone. All photos in last few months are gone. I
did a search but found nothing.
Is there a way to retrieve these.

Was it an upgrade, full install or what?
Have you looked in C:\Documents and Settings for your files?
