I like to clean out cookies and history files while in Explorer.
I would go to tools options view : and select files would like to clean up.
Now when I go to Tools, screen says have to contack Administrator.
I am only user and no one else uses this computer.
Worked with out problem for a long time.
I am using Windows XP Home Edition

You can still access Internet Options via Control Panel applet.
