Restriction in Exployer

Before I could delete cookies in Internet Exployer.
When I go to Tools, Options, Settings Veiw : I could select and delete
files.
Now when go to Tools says You do not have authorization need to contact
administrator.
I am administrator and system is Windows XP Home Edition.
