Can you please let me know if it is possible to set my lap
top ( IBM Thinkpad) up to allow 2 users to be logged in at
one time and then to switch between users without having
to log off and then re- log in ?

Peter,
You need to enable Fast User Switching (enabled by default in Windows XP if
you have >64MB RAM)
To enable Fast User Switching:
Click Start, click Control Panel, and then click User Accounts.
Click Change the way users log on or off.
If it is not already selected, click to select the Use the Welcome screen
check box.
NOTE: The Use Fast User Switching check box is unavailable until you click
to select the Use the Welcome screen check box.
Click to select the Use Fast User Switching check box, and then click Apply
Options. Quit the User Accounts tool.

on or off' ?
Can you tell me where I can find this pleasae

The option will be available in the main page of User Accouts applet. If
it's not available, try MVP Kelly's fix:
Tip 34. Restore Fast User Switching
and
Tip 80. Enable the Welcome Screen
