I used the built in administrator account for several
weeks before setting up a new one. Of course, the built
in account disappeared and now I cant get back to it to
retrieve the settings I used.

Is there any way to log in as "Administrator" at this
point?

The inbuilt account should be unused. That's why it's hidden.

Press Ctrl + Alt + Delete twice at the welcome screen

As David said, you can hit CTRL-ALT-DEL twice at the welcome screen to see
the "classic" logon screen again. If you're running Windows XP
Professional, you can log in as Administrator from this screen. If you're
running XP Home, you'll have to boot into Safe Mode before you can log in as
Administrator.

Once you've logged in as Administrator, you may want to look at using the
Files and Settings Transfer wizard (FAST) to transfer your settings from the
Administrator account to the new account that you created.
