when i try to install dot net framework (either from Windows Update or
redistributible package).
is there a way to "REPAIR" Windows Installer ?

Here is the link to have them scan your system and install the necessary components for the windows installer. Simply click 'Install this SDK' and away you go. It's a large download if you want the full http://www.microsoft.com/msdownload/platformsdk/sdkup

Windows Installer error
Go to Start/Run and type: regsvr32 msi.dll
then
Go to Start/Run and type
SFC /SCANNOW
Make sure you have your WinXP CD in the CD Drive before executing the SFC
command.
