My 4.7.2009 version of WinMessenger does not offer the
choice of making a call to a telephone on the "I want
to..." list.

How do I add it?

This feature was moved to MSN Messenger:
http://messenger.msn.com/Download

It is not available in any version of Windows Messenger.
