installing XP difficulty

I have bought an upgrade XP, had ME. When trying to
install, get to a blue screen that says tyr chdkdsk /f -
this gives message of parse error 3. I also get messages
such as missing <windows root> \system32\hal.dll. I can't
figure out what to do. I have a windows ME startup disk
but when I tried to follow directions on the microsoft
website to transfer the system files (sys c:) nothing
happens. Now what?

I would start over: backup all personal data, then remove Windows ME
and clean-install Windows XP on the computer.
