Yes, you would need to run winnt.exe from the i386 directory of the CD to
start setup. This is really not the recommended way of installing though. If
you cannot boot from the XP CD you can download the setup floppy disks and
boot from those.

The poster is talking about booting into MS-DOS using a Windows 98 startup
disk for example, and running XP setup from there.

You really should pay attention to the posts, it is entirely possible to boot from a DOS floppy with CD support and start the XP
installation.
