how do i give a new user the same views and settings as i
have?

You can use the File and Settings Transfer Wizard (start - all programs -
accessories - system tools) to move settings and data between accounts as
easily as you can use it to move these settings between computers.

You can copy an existing user account from the Control Panel > System
> Advanced > User profiles > Settings. The user to copy and the user
to copy to must not be logged in at the time of the copy process and
also an admin have to do this. You may therefore have to create an
additional admin account before you start (you can delete this account
later again).
