error message related to MSI

I recently tried to update my Norton Anti Virus update
and I couldn't. I keep getting the message when I try to
reinstall Norton Internet Security "This MSI must be
launched through setpu" when I click OK the installation
crasheds. I have spent HOURS and contacted (for a fee)
Symantec and they could not help may after we cleared all
the products of Symantec out of my PC. I was told it is
a Microsoft problem with MSI. I just can't find or
figure out how to upgrade, reinstall or whatever I have
to do to get the MSI working on my Dell PC.

Hi Kathy,

Hope symantec doesn't put that charge through if they weren't able to fix
the problem. Personally, I'd tell you to skip using any software with the
word "Norton" in it. That said, try cleaning up the installer.

Start/run services.msc, scroll down to "Windows Installer" and double click
it. Stop the service if it is running, set the startup type line to
disabled. Click apply/ok and reboot.

Delete the contents of the temp folders, there may be a file in there
interfering with the setup routine of the installer. Get both:

C:\Windows\temp
C:\Documents and Settings\<username>\local settings\temp

Now reverse the first set of steps and reenable the Windows Installer (You
can just set the startup type to manual). Reboot.

Turn off all other running programs, especially your antivirus software. Use
ctrl+shift+escape, if necessary, to "end task" on everything.

Now retry installing some software. If it doesn't help, here are some
