Yes they can be emptied and are done so if you choose this
option with your disk cleanup utility. XP creates temp
folders as needed and when downloading anything from the
internet you should always designate your own folder to
save to and never use a temp folder. Temp folders are
restricted in size whereas your own folder that you
dowload stuff to is only restricted by the available free
space on your Hard Drive. Good luck.
