Unable to install Java Plugin

[Eftelibra]

I have downloaded a Java Plugin, but it won't install.
The error message I am getting is:

"The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe mode,
or if the Windows Installer is not correctly installed.
Contact your support personnel for assistance."

Is there a way I can correct this myself? Any help would
be appreciated. Thanks.
