Even though I have tried changing it via the advanced tap
in appearance, I can't get the font to change in the list
of programs under the start button. Any suggestions?

Me neither...I'd be happy just to make them *Bold*
Also the text in boxes like *Switch Identities* in Outlook Express for
example.

The font is governed by a setting in the .msstyles file which is not accessible from the Advanced
settings in control panel.
You could buy WindowBlinds or StyleBuilder. There is a free route -- download the uxtheme.dll patch
and ResBuild from http://www.tgtsoft.com/, copy your original luna.msstyles file from:
%windir%\Resources\Themes\Luna
to another location and start editing the file. The setting is found in the various INI files under
TEXTFILE (there's one for each color/fontsize combo).
The font for the words "All Programs" is set under the [StartPanel.MorePrograms] section. The font
for the items themselves is set under [StartMenu::Toolbar]
