Encoders will generally take a form of data eg. analog sound coming from
your microphone and 'enocde' it into a file format such as mp3's or video
files. They can be in the form of hardware or software.

If you lower the quality of a file's kbps then it wont take as long for your
computers processor to work through however in the form of vcd's if you do
this, you can severly loose quality due to the conversion process. It takes
a source file thats low quality and encodes it into vcd format and then
burns it to disk. The more conversions / encodes that the file goes through
= more quality loss.
