I had exactly the same problem after a recent reinstall
of WinXP. The fix was to uncheck the QoS Packet
Scheduler in the properties of the network card (Control
Panel>network connection (right click on the NIC)
>properties. This cleared it up for me. Messenger uses
UPnP which uses a bunch of ports to go through a rounter,
therefore you need a UPnP router.
