Multilanguage not supported on programs that are downloaded

I am user that needs to read Japanese & Chinese. I have
just recently bought my computer, and under Regional and
Language Options ---> Languages ---> Details, I have added
the several languages I need to read and use. However,
neither of the languages are showing on ONLY downloaded
programs I got, such as ICQ, WinMX, and Winamp. The
languages & fonts are showing properly on my websites, and
other files & folders. Seems like it JUST DOESN'T SHOW up
on downloaded programs I've got.

You need to download the appropriate version of that software, windows
does'nt change the language of downloaded programs for you, lol.
