What is the dif between Data Files and Doc and Settings?

Hi,

I have XP Pro.

I have installed Netscape 7 and just now have installed another email
program from Mozilla called Thunderbird. The latter installed the
Profile files in this directory..

Data Files/Application Data-new/Thunderbird/Profiles

The NS and Mozilla forums say it should have installed in..

Document and Settings/Myusername/Application Data/Thunderbird/Profiles.

What would make the file go to the first address and not the other.

Should I in fact have XP generated Data Files directory. If so what is
the difference between that and the Documenst and Settings folders?

I wasn't offered any option and wasn't supposed to be, according to the
NS forum.
