I recently upgraded my boot drive. XP assigned the new
drive as "F" instead of "C". I tried the disk
maintenance but get the message "cannot change drive
letter of system volume or boot volume". Is there anyway
of getting the drive back to being "C"?

Yes, but you won't have a stable system afterwards.
Go to the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\MountedDevices
and you can rename the key that says \Dos\Devices\F: to \Dos\Devices\C.
Now, you will not be able to reboot into Windows due to the fact that F:\ is
referenced all throughout your registry. You would have to use a registry
find and replace utility to convert all the enteries from F:\ to C:\ in your
registry. This is a major headache to actually do and is NOT guaranteed to
work.
Pretty much, your best bet would be rebuild your system or live with drive
letter F:.
