I presume you have tried to use safe mode and last known
configuration that worked.

Try reinstalling Windows and see if it gives you the
option of repairing the existing Windows installation. If
it does then you won't lose anything. If it doesn't then
you will lose My Documents etc.

I had the same problem and had to choose a new install
because the computer did not see the existing Windows
installation and I lost My Documents (fortunately I backed
up My Documents using a program called Handy Backup).

I now use a program called WinRescue XP that allows me to
make a boot floppy that gets me into Windows in a
situation like yours.
