NTVDM.exe running cpu at 100%

I am currently running a 16-bit appliciation and when the
NTVDM kernal starts the cpu percent of usage jumps to
100%. It is impossible to run other 32-bit applications
while NTVDM is running. Is there a way to limit the amount
of cpu usage that NTVDM can acquire.
