Whether selecting display properties from the desktop or the control panel,
the program doesnt start. This follows disinfecting the Netsky-B virus and
also correcting the page file settings which were originally set to manual
but changed to system control. Interestingly the user did not (and wouldnt
even know how) to change the page file allocation.....
Any comments appreciated!

Sadly no luck. I also checked the limited group policies as suggested by
smallfrogs but nothing amiss there. Its beginning to look like a repair
install and I only have the oem recovery disk ....

I have read through what the Netsky-B worm changes and I seriously don't see
how this is even related. If you doubt this, run the uninstaller again
and/or delete the reg keys manually for a second measure.
As for your Display options, this is generally due to third party software,
period. Start your troubleshooting from there. That said, neither of the
above mentioned is worthy of a repair install, especially if you are on
dialup to replace your MS updates. If this is not an issue for you, good
