How can get Admin Privileges, so can change region?

I'm on my last chance to change region. Says I need Admin. Privileges. I am only user and so Administrator by default. How do I get these Privileges? Please help!!

Boot up in the safe mode and you automatically gets Adminstrator privileges
so the changes can be made!
Turn off your cumputer and during startup press the (F8) function key
