In 'Regional and Language Options' in control panel, select languages and
then 'details' in the 'text services and input languages' section. Remove
the foreign keyboard layout (probably US) and install the one corresponding
to your keyboard--I'm guessing you want United Kingdom if it's the @ and "
that are most noticeably in the wrong places.

You did not state where you are located. There are various keyboard
layouts for different regions of the world. Your description
appears that you want the UK layout. It looks as if you have either
a keyboard with the American layout or you have the wrong language
in your regional settings. Do the letters displayed on the screen
match the letters you press on the keyboard? If the screen letters
do not match the keyboard then you have the wrong regional settings.
If the letters match the keyboard but the keyboard does not have the
arrangement with which you are familiar, you can either replace the
keyboard with the correct one and change the regional settings or
live with the arrangement. Do you have the wrong connector too?
This is just not your day.
