Can't Shut it Down

To shut down my XP-Pro, I close all windows and then click on disconnect
prior to shutting down. Lately, can't get the adsl system to disconnect-
just kind of hangs there. When doing ctrl-alt-del and trying to shut down
that way the system hangs after reaching the point where it says "saving
your settings." I'm left with no other choice but to turn off the computer
using the power switch which I'm sure isn't a good thing in the long run.
Any help is appreciated!
