Photo file will not attach

Scanned in photos to transfer by e-mail. Cannot get
photo file to attach to e-mail. Everything is correct,
except when you click on 'open' the file will not attach.
Tried both AOL and Comcast. Same results.

Please advise

Ensure the photo is under 1mb in size.
