NetMeeting - Windows XP

I'm having trouble using NetMeeting in Windows XP. I'm trying to connect to someone using his IP address and get a response "The person you called is not able to accept NetMeeting calls." Any suggestions how to troubleshoot this?

How and when was the IP address determined?

Is the other party behind a firewall or router ( and therefore uncallable)
or does the other party have a software firewall running ( and not
configured to allow incoming NetMeeting calls).
