Mouse Dialogue Box

How do I turn off the annoying dialogue box that appears
whenever the mouse is static near an icon?

Open an explorer window and select Tools--Folder Options from the menu bar
On the view tab, under advanced settings, ubcheck the setting labelled
"Show pop-up description for folder and desktop items"
