I've tried to do what the help said to do, namely go
under the display properties, the Desktop tab, and
click "Customize Desktop", but there's no Web tab for me
to click on to add web content to the desktop! How can I
get that to appear?

Hi Charlie,
You may download and run the following patch:
Restore the Web Tab - Display properties (line 117, left column)
