I recently changed out my motherboard and cpu for a new
2.2 gig hertz motherbaord and cpu... and now windows does
not let me in. Is there a way to fix this?

Your new motherboard did not exist when you initially installed
Windows XP; there are no drivers installed for it.

Visit http://www.webtree.ca/windowsxp/repair_xp.htm and click
on "How to Run a Repair Install".

You'll need your original Windows XP CD, and the Product Key that
came with it, in order to perform a repair.

Afterward, you'll activate XP in the same manner as you did originally.
If activation is unsuccessful, use the "activate by telephone" option.

Reinstall XP. Take the second option and you may need to
reactivate.

In addition to what JJ and Jim have said, if your computer came with XP
preinstalled, many manufacturers BIOS lock their installations which means a
change of motherboard effectively means end of licence as it will not
successfully reinstall. If this is the case, then you will need to purchase
a new copy of XP as your old one is now a nice shiny coaster.

I've just done the same (changed m/board, cpu) and have
the same problem. Would I lose anything if I
repaired/reinstalled XP?

A repair install, using the second repair option, will
preserve installed programs, files and settings. It will
just update the drivers for the new hardware.

Regarding BIOS locked OEM, I recently was told that the BIOS
lock allows the BIOS to activate the OS automatically. Even
with a motherboard (includes BIOS change), the OEM OS should
reinstall, but you'll have to activate.

Reinstall instructions here...
