Is there a way to format a HD or DD floppy with windows XP?
My version of XP that came with my computer (HP) does not
allow me to format any floppies. Is there a fix?

What happens when you try to format a floppy?
Are you doing it correctly?
My Computer, right click on 3 1/2 Floppy, select Format.

Windows XP will only allow you to format HD floppies. Microsoft thought it
show only support 1.44MB HD diskettes.
If your Windows does not let you format floppies, does it allow you to read
floppies???

If you open up a command window, you can type in "format a: /n:9 /t:80" and
this will format a 720 K disk. You are right that there is no direct
support in XP, but it still can be done.
