prevention deletion of files

I'm setting up 4 computer running Win Xp home for school use and i what to
prevent pupils to delete files on c:\

I created a limited account for them, and an unlimited account for teacher
but it doesn't work, pupils are still able to delete system files!

I need help!

Do they really need access to the C:\ drive at all?
If the answer is no, run the edit on line 318
