One must dial the area code for all local calls in the
greater DC metro area (703, 301, 202). How do I set up
WinXP fax to dial correctly? Example: 301-123-4567. If
I tell WinXP fax to always dial the area code for every
prefix, it adds a +1 in front of 301.
When I tried sending that way, it did not go out and I
received no error message.

'Control Panel|Phone and Modem options|Dialing Rules|Area Code rules', make
the necessary adjustments here. Phone numbers must be entered in Canonical
(International) format for Dialing Rules to function properly:

Dialing Rules May Not Be Applied to Tools Such as Fax

You Must Enter Telephone Numbers in Canonical Form in Order to Use Dialing
Rules
