How do I password protect the desktop icon connecting to the internet

Sorry but you can't password protect an individual icon. You can remove it
though, although that won't prevent Internet access as I could still do a
Start -> Run -> http://www.microsoft.com and have it work. Are you trying
to prevent a user from accessing the Internet?
