New Icon ~ ??

Was surfing the net....and went back to the destop and
had this on it
looks like a piece of paper with a fold down on the right
upper corner On the paper it has 3 colors red blue green
(but can't make out what they are or what they say under
them. Under the icon is this ~ I right clicked on it and
went to Properties and it says
Type of file: File
Description: ~
Location: C;/Documents and settings/owner/desktop
Size: 179 KB (183,486 bytes)
Size on disk: 180 KB (184,320 Bytes)
Created: Today, March 31,2002 1:09PM
Modified: today (Same as Above)
Accessed: " Same as above 2:29

Does anyone know what this is and can I delete it?
Don't know.....but I think I read somewhere at some point
of time it has something to do with outlook express but
really can't remember.....guess I'm getting old...
lol
