Desktop Backgroun .jpg Error

I previously used Windows ME and yesterday installed a Home Edition of Windows XP. I'm having some problems changing my background image on my desktop, though. When I go to the Desktop tab on Display options and click on a .bmp image, everything works fine
. But if I click on a .jpg image, I get an error that says:

"Run a DLL as an App has encountered a problem and needs to close. We are sorry for the inconvenience."

It is extremely frustrating. Any help would be greatly, greatly appreciated. Thanks!
