where can i find my graphics card manager?

When i watch videos from music CD's the sound is out of
time to the movements
A friend told me that i need to find my graphics card
manager and turn the hardware acceleration off
The thing is i can't find it!

can someone please hlp me solve my problems! im using
windows XP btw

You can do it in dxdiag or the properties or the card under display
settings.
