I have Welcome to Windows screen toggled off. only myself
and Administrator as accounts, no password set on my
account, a password set on Administrator account, myself
also defined as an administrator. Then I boot up. A
screen appears with the box 1st line "Logon user
Administrator", 2nd line "Password .....", with that box
overwritten with box saying "Logon failed because of
account restriction". I must then click on X to get rid of
those boxes so a box blank "Logon user" box come up for me
to fill in. Windows then comes up.

If I have Welcome to Windows toggled on, the same thing
happens except its impossible to see or respond to
the "Logon failed box", resulting in a hang on the Welcome
screen.

What's the problem? Why is it trying to log the
Administrator on? Why can't it?

Sounds like the machine is configured for Autologon and the password has
changed since. Check the below article and the registry settings referenced.

Another option other than Darren's, which is good, is to install TweakUI.
http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp
With TweakUI you can set autologon to automatically log to your account.
Then there won't be a welcome screen or dialog box.
