Internet explorer6

I inadverently remove my Internet Explorer6 from the
add/remove program. When I tried to reinstall the program
it say it is already running.The Outlook Express says it
is not responding.The delete folder in the O.E. is locked
and I cannot delete anything.
What do I do? could I reinstall Windows XP?
